The certificates needed for registration in the List of Products and Technologies are specified in the statement of the Association of Testing Laboratories for Construction on documents needed for product groups registered in the List of Products and Technologies (LPT) of 29th April 2009, and the statement of the Engineering Test Institute of 2nd June 2009 for biomass-fired boilers.
The designer always determines whether the product is suitable for the specific building.
Terms of reference:
- Independent body
- AP - Authorised Person (previously State Testing Laboratory
- NB - Notified Body (notified in the EU)
At present, the "Osvědčeno pro stavbu" (Certified for Building) product certificate fully guarantees that Czech legislation requirements have been met, not only for putting the product on the market but also in the building.
Unless this certificate is submitted, which will apply to an overwhelming majority of products, the following documents will be required for specific product groups:
1) Windows and doors:
- Product certificate + certification protocol pursuant to Government Regulation 163 issued by an independent body (AP) + declaration of conformity; or
- Protocol of product conformity verification issued by an independent body pursuant to GR 163 + declaration of conformity; or
- Protocol of initial type test issued by a notified body pursuant to GR 190 + declaration of conformity.
2) Industrially made insulation materials
(polystyrene foams, mineral fibres, etc.):
- Product certificate + certification protocol issued by an AP + declaration of conformity; or
- EC Certificate of conformity issued by a notified body + declaration of conformity; or
- Protocol of initial type test issued by an EC notified body + declaration of conformity.
3) Thermal insulation systems:
- Certificate + certification protocol issued by an AP + declaration of conformity; or
- EC certificate of conformity or EC certificate of production control system issued by a notified body + EC declaration of conformity, European Technical Approval (ETA).
4) Solar collectors:
- Certificate + certification protocol issued by an independent body AP + declaration of conformity; or
- Protocol of conformity verification issued by an independent body AP + declaration of conformity.
5) Heat pumps:
- Protocol of conformity verification + proof of parameters required by the Programme
6) Biomass-fired boilers
Biomass-fired boilers are subject to the Government Regulation ("GR") No. 163/2002 Coll., as amended, which presents the technical requirements for selected construction products (hereinafter as GR 163/2002 Coll.), where this product type is listed in Annex No. 2, product group No. 10, serial number 6 with the following possible conformity assessment procedures and issued documents:
- For the prescribed reaction to fire level A11, A21, B1, C1 - procedure according to Section 5a with subsequent issuance of the initial type test protocol (the production control system or the system of product control by the importer are also assessed) and the product certificate. The manufacturer or the importer must issue a written declaration of conformity pursuant to Section 13 of GR No. 163/2002 Coll.
Certificate validity is conditioned by regular supervision over proper functioning of the production control system at the manufacturer's production site with subsequent issuance of a report by the authorised person at least every 12 months.
If the importer fails to provide the authorised person with the production control system assessment at the manufacturer, the authorised person shall follow the procedure set out in Section 5. The outputs are the same as those listed in Section 5a, but the authorised person performs supervision over proper functioning of product control at the manufacturer and product sample tests at least every 12 months. - For the prescribed reaction to fire level A12, A22, B2, C2, D, E - procedure according to Section 7 with subsequent issuance of the initial type test protocol specifying the validity period.
The manufacturer or the importer must issue a written declaration of conformity pursuant to Section 13 of GR No. 163/2002 Coll. - For the prescribed reaction to fire level (A1 to E3)3, F - procedure of conformance assessment by the manufacturer pursuant to Section 8, the manufacturer must issue a written declaration of conformity pursuant to Section 13 of GR No. 163/2002 Coll.
- The manufacturer may substitute Sections 7 and 8 for Section 5 (for outputs see point 1).
The procedures mentioned above guarantee that legislation requirements for putting products on the Czech market are met.
